That range is owned by uk2 - a webhosting-only provider. I believe some sort of VPN/Anonymizer/other sort of anonymizing proxy is at play here, and would require a functionary to grant. SQL ^{Query me!} 22:41, 20 February 2018 (UTC)[reply]
