Starting an article offline

There are Wikipedia editors who prefer to begin writing a new article "offline" using a text editor on their own local device prior to posting the content to Wikipedia.

Koordinate

Why are you replacing perfectly good dms coordinates of Serbian mountains with over-precise decimal variants? While they may be near-equivalent (didn't check), the dms ones are found in a number of sources (google "Vrhovi Srbije" pdf) so easier to verify, and to me, it seems like a "change for a change's sake". They are not really perfectly good, some mountains like Povlen or Jahorina i BiH had really bad coordinates that were hundreds of meters away from real highest peak. As to why I put over-precise decimal variants, it really does not appear on the viewing page as it is converted into nice dms format. My method for using may be a little hard to verify, but I use GeoMedia program and topographic maps of Yugoslavia (that do use Hermannskogel datum, but I also convert it in WGS84 datum before I calculate it).

I don't know why I was blocked. The block was supposed to expire today, but it was prolonged until Thursday. I don't use any VPN or Proxy server.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
