This is WP:TOOSOON. According to the sources this is a proposed institute which was not approved yet and may never be approved. The sources supplied do not show enough coverage to satisfy any of the notability requirements WP:GNG, WP:NORG and thus if published, this article will most likely be deleted. I propose to add coverage at All India Institutes of Medical Sciences and wait until the institute is established for an individual article.
