To submit a draft article for review, like User:Nicole Mitchan/sandbox, insert {{subst:submit}} on the top of the page. An experienced editor will review the article and check if it's ready for creation. Hope that helps. It's been nominated for speedy deletion since you entitled it "Submit article for creation," which leads me to assume that you'd like to create an article.
