Because unfortunately we get many people using multiple accounts for dishonest purpose, and so policy is that alternative accounts should be disclosed unless there are exceptional reasons for not doing so. It is also in your own interest to be open about your other account or accounts, because if you won't do so, any impression that you are using multiple accounts for deceptive purposes will be more likely to be taken seriously.
