Tun Dr Lim Chong Eu Expressway, Federal Route
is an expressway in Penang, Malaysia which connects George Town city to Batu Maung. This 17.84 km (11.09 mi) expressway is situated along the eastern coast of Penang Island, off the western coast of Peninsular Malaysia. It was erected on 7 December 2010 [1] in honor of the former Penang's second chief minister and also the 'Architect of Modern Penang', Tun Dr Lim Chong Eu who died on 24 November 2010.[2] There are two sections of the expressway, the Jelutong Expressway and Bayan Lepas Expressway.
Funding for the construction of this expressway was contributed jointly by the Malaysian Public Works Department (JKR) and the Penang state government. Many hectares of land had to be reclaimed to allow the construction of the expressway to take place. Time taken to reuse the reclaimed land was very short and there was not enough time for proper settlement of waste at the sites. There is possibility of earth movement which may cause accidents, but the authorities still went ahead with the Jelutong Expressway project to prove critics wrong about state government inefficiency, in anticipation of the 2004 election.[citation needed]

The pioneer route for the expressway was constructed on 1983 during the Penang Bridge was built and was completed in 1985. Later, the expressway was extended northwards as the Jelutong Expressway, and southwards as the Bayan Lepas Expressway.

At most section, the Federal Route 3113 was built under the JKR R5 road standard, allowing maximum speed limit of up to 90 km/h.
