Comment For what it's worth, the image has been under discussion at MCQ. As I indicated in edit summary, I sought feedback there. I don't know if I can add any more to this conversation, as I don't have a strong idea here (or would not have brought it up there in the first place). This is uploaded under PD-Italy, which declares "simple, documentary photographs" to be PD 20 years after publication, but this is clearly an image of a painting and would be under the 70 year pma rule. As for potential fair use, the image does not meet WP:NFCC criterion 1, as we already free alternatives in the article and others could be created (we have images from rural locations across Canada -- it's not clear why this particular town is any different than elsewhere).
