The Municipality of Carmona (Filipino: Bayan ng Carmona) is a first class urban municipality in the province of Cavite, Philippines. According to the 2007 census, it has a population of 68,135 people in a land area of 40.24 square kilometres.

Built up area

With the continuous expansion of Metro Manila, the municipality is now included in Manila built up area which reaches Lipa City in its southernmost part.

Geography

Geographic Location

Carmona is located on the Southeastern part of the province of Cavite. Approximately 36 kilometers South of Manila and 38 kilometers from Trece Martires City, Cavite’s Provincial Capital. It is bounded on the North, East and South by the Municipality of Biñan, Laguna; General Mariano Alvarez. (GMA) on the Northwest and Silang on the Southwest. The geographic coordinates of Carmona is about 14.32° latitude and 121.06° longtitude. The municipality enjoys a cooler and refreshing climate.

Climate

Carmona,Cavite has two pronounced seasons – the dry season, which usually begins in November and ends in April, and the rainy season, which starts in May and ends in October. Carmona,Cavite is cool periods are from December to February while summer months are from April to May. The municipality enjoys a cooler and refreshing climate.

Language

The main languages spoken are Tagalog, Chabacano and English. Chabacano, sometimes spelled as Chavacano, is a creole originally spoken by majority of the Caviteños that lived in Cavite City and Ternate after the arrival of the Spaniards three centuries ago. Around 30,000 Caviteños speak Chabacano.

Religion

The Roman Catholics is a fast-growth Church throughout Carmona. The Others is Iglesia ni Cristo, Baptist, Adventist, Jehovah's Witness, Mormon Churches,Protestant/Christian Churches, Islam and Members Church of God International (Ang Dating Daan) are established in the area.

According to a research conducted in 1982, by Sangguniang Bayan members composed of Ernesto Zamora, Salvador P. Manahan, Pio Purificacion, Narciso Levardo, Romy Laurito, assisted by Municipal Secretary Rogelio D. Paular, it was found out that the history of Carmona began during the 15th century. As related by reliable informant, three brothers coming from the mountain of Silang were said to be the first settlers in the place which was then called Latag. The settlement was not known to other residents of Silang until some of them also went down to the place, cleared some forest areas and established their residence.

In 1595, Silang became a town and Latag was annexed as a part since then. Latag gradually developed into a community whose residents struggled hard to make it a town. Their burning desires were filled with hopes and fulfillment in 1856 when their move for the conversion of Latag into a town was spearheaded by a leader named Tiburcio Purificacion. Finally, by virtue of a decree issued on February 20, 1857, Latag became a separate municipality with the name as it bears today: Carmona. Yet until now, it is not known where the name originated.

During the Philippine Revolution in 1896, the gobernadorcillo of Carmona was Kapitan Damian Ermitano after the administrations of Tiburcio Purificacion, Mariano Mapanoo and Donald C.Virtucio,augusto manaog and Fabian Tenedero .

After the revolution and the occupation of the country by the Americans in 1901, the first local executive of Carmona was Martin Reyes who was followed next by Marcelo Reyes, Prudencio Torres, Juan Alumia, Estanislao Paular, Marciano Mapanoo, and Juan Zamora.

The mayors who assumed office after World War II were the following honorable men: Bernardo Hebron, Eulalio Reyes and Cesar Casal and Felino L. Maquinay. In 1959, the district of San Gabriel and San Jose of Barangay Kabilang Baybay was purchased by the National Government for the relocation of squatters from Metro Manila. On March 14, 1981, the relocation site, which teemed with people from almost every part of the country and was more popularly known as resettlement area became an independent municipality called General Mariano Alvarez.

The St. Joseph Parish Church is perhaps one of the most vivid testament to the beginning of the town of carmona. It sprang from the conditions of the Decree issued by Don Pedro Calderon Henriquez on the 9th of March, 1747. This decree declared Carmona, formerly known as Latag, a barrio of Silang and required the town's people to build a "visita" or church, in which priest were to be invited to preach and attend to the spiritual neds of the people. It was formally established over a century after on the 15th of the december, 1867.

In the Philippines, Carmona is the only Municipality that observes a triennial draw of its communal lands among its locals - a practice that dates back to the country's Spanish colonization period.
After the war, Carmona started to find its path towards economic and political stabilization. During this period, the provision of a stable means of livelihood for all the people became top priority. Since Carmona was basically agricultural, the communal agricultural lands were offered to the farmers for cultivation through lottery. This practice, held every three years, was locally known as "SORTEO" . Since then, "sorteo" has been embedded into the municipality's traditional procedures on land ownership. To this day, farm lots are being raffled off to interested farmers, lucky winners are awarded the right to till and develop a certain section of the communal lands. The traditional practice of "Sorteo" defuses agrarian unrest and decreases tensions on land conflicts.
An age-old tradition celebrating the town as an agricultural haven which is celebrated every 3 years. It is highlighted by an agro-industrial fair.

Ulong Tubig

Location: Sitio Ulong Tubig, Barangay Mabuhay Carmona, Cavite

The spring water comes from an adjacent hill in the area. This also serves as source of irrigation for farmers in Carmona.It is a pool formed by natural spring water emanating from the adjacent hill. The pool leads to the irrigation pump, which supplies a vast number of rice fields in Carmona. The area is shaded by coconut trees and other greenery. In the morning, the water appears to be very clear. However, in the afternoon, it changes to a green hue due to algae disturbed by the swimmers.

Manila Southwoods Golf And Country Club

Casino Filipino - San Lazaro

Carmona Racing Circuit

Carmona Racing circuit is the venue for most of the popular karting competition in the Philippines.Carmona Racing Circuit is a permanent motorbike racing and karting circuit outside Metro Manila in Carmona, Cavite, CALABARZON, Philippines. The track includes four alternative configurations (consisting circuit distance from 1 km to 750m).

Carmona Baseball Academy

Location: Barangay Lantic Carmona, Cavite

The baseball field, located in Brgy. Lantic consists of three baseball diamonds. G.E. & H Academy is committed to provide baseball training for free to the youth of Carmona in accordance with the sports program of the municipal government. The Baseball Educational Tour and Training started on February 2008. G.E. & H Academy donated several baseball gears and equipment.

Carmona Firing Range

Carmona Organic Demo Farm

Location: Barangay Maduya Carmona, Cavite

Developed on November 2001 in a 1.7 hectare lot in Barangay Maduya. It was funded in cooperation with the Department of Agriculture under a “1 million counterpart funding program.”

Program Objectives:

- To promote environmentally sound and healthy farm products free from synthetic fertilizers and chemical pesticides
- To provide a demonstration farm that will motivate farmers to go into organic farming
- To maximize agricultural returns for the remaining farm lands

Carmona Ecology Center

Location: Barangay Lantic Carmona, Cavite

As part of the Balik Inang Kalikasan, Balik Amang Pabrika (BIKBAP) Program on Waste Recycling, the Carmona Ecology Center (CEC) was established and started operating in February 2000.

The CEC processes the sorted waste from the households. It houses a composting area, a storage/redemption area, a seminar and administrative room, among others. It showcases how a community-based ecological waste management system works. The center is manned collaboratively by the LGU and recognized NGOs. The plan of transferring administration to a cooperative or foundation will make the community play a major role in running the business in order to ensure the sustainability of the program.

Carmona Public Market

Location: Barangay Maduya Carmona, Cavite

Carmona Public Market (CPM), the only public market in the town, was conceptualized in the latter part of 1995 Image during the first term of our incumbent mayor as part of his efforts to boost the commercial status of the municipality. From its inception, the prime consideration in the design and construction of the public market is to emphasize its uniqueness. Other considerations were its accessibility to diffrerently-abled individuals and total shopping convenience for the patrons.

As with most of the projects spearheaded by Mayor Loyola, the design, construction and subsequent operations of CPM are the results of a total team effort from all municipal departments.

As early as 1999 or two years before the market’s inauguration, Mayor Loyola created the Public Market Ad Hoc Committee composed of department heads and representatives from the Sangguniang Bayan. It was tasked to create the Market Code and ensure that the initial organization and operations of the public market will conform to existing standards of the highest level.

After its inauguration on February 17, 2001, Mayor Loyola mobilized all department heads to promote and advertise the Carmona Public Market with the neighboring communities including subdivisions and villages.

Carmona Performing Arts Group

To promote the heritage, culture and tourism of the town, the Carmona Performing Arts Group was launched on December 22, 2003. Its initial presentation: History of Carmona and the Sorteo, which they performed at WOW Philippines in Intramuros impressed the audience.

The vision of CPAG is to have a performing arts group that will embody, preserve and promote Carmona’s heritage and culture, and develop local talents towards becoming professional performers.

Educational Institutions

The education sector in Carmona improved in many aspects of endeavor. In line with the local government's thrust of enhancing quality education, the Department of Education (DepEd) particularly the District of Carmona and Carmona National High School, with the full support of the local government unit, implemented various programs and projects that intensified the education sector in achieveing its goals.

As early as 1995, various programs for the improvement of quality education started with a vision of producing competitive students from both the elementary and secondary levels. Carmona posted a literacy rate of 89%. The local government started with the computerization of all schools. Each public school was given computer units and students were provided with computer lessons. This is in consonance with the belief that modern technology and equipment are considered factors in enhancing better education. To address the increasing number of enrollees and students, the LGU conceptualized the construction of 2-storey buildings in different schools in Carmona.

At present, the municipality has substantial number of classrooms and teachers to meet the learning needs of the school age population. As of School Year 2005-2006, the municipality has 50 educational institutions, 28 of which are public schools while 17 are privately run. The public schools are categorized into 18 pre-schools, 9 elementary, 1 secondary, and 1 tertiary school. The private educational institutions are composed of 10 pre-schools, 7 elementary, 3 secondary/high school, and a computer college.

Hospitals and Clinics

An improved health service increases the productive capacity of the population. The Local Government of Carmona is expected to provide better health services and facilities to promote, protect and maintain good health. The availability of health services is significant and contributory factor toward the attainment of good health.

The promotion and sustainability of preventive health care in Carmona has been achieved thru the joint effort of the Municipal Health Center and Pagamutang Bayan ng Carmona.

Carmona Health Center

Carmona Main Health Center is a certified Sentrong Sigla Awardee. The Department of Health (DOH) under the Quality in Health Program devised the project to institutionalize Continuous Quality Improvement in health care. DOH granted the seal of excellence to Carmona Main Health Center as Sentrong Sigla Phase I Awardee on December 2001, as a consequence of the health impact in the community in terms of health promotion and diseases prevention. It takes pride in the delivery of quality health services and improved health facility. In addition to the seal of excellence is one million peso grant (P1,000,000,000.00) that was used to purchase more medicines, modern equipment and the conduct of trainings for the staff of the health center.

With its continuous efforts to deliver quality health service, Carmona Health Center again received the Sentrong Sigla Phase II Award on October 2005. The different innovative health programs as well as the standard programs were coupled with efficient health staff. Carmona Main Health Center is now a two storey building with complete amenities and equipments required of a health facility. The award was supplemented by a five hundred thousand (P500,000.00) grant from the Department of Health.

Carmona TB DOTS Center was established in year 2000 to provide prompt, accurate diagnosis and effective treatment for Tuberculosis. The health staff underwent trainings for DOTS (Directly Observed Treatment Short course chemotherapy), which is the effective way to treat TB. At Carmona TB DOTS Center, the patient is assured of a high cure rate. The health staffs are well equipped in terms of skills and knowledge to assist the patient to recovery. Since the TB DOTS Center is a Philhealth accredited facility, a Philhealth member and their dependents can avail of diagnostic laboratory and free medicines for six months.

Pagamutang Bayan ng Carmona

Pagamutang Bayan ng Carmona started on March 1995 as part of Rural Health Center and as a medical clinic. It was thru the initiative of Roy M. Loyola together with the Carmona Doctors' Association and the different investors that it started as an outpatient clinic and maternity lying-in health facility operating on daytime only.

On September 1995, PBC extended its services to a 24-hour emergency and lying-in clinic with 8-bed capacity.

Mid year of 1998, expansion of PBC was made to accommodate more patients and provide much effective health services as a primary hospital. It was awarded by the Cavite Provincial Government as the “Cleanest and Greenest Government Hospital” because of its Infection Control Program and Waste Segregation.

With the LGU’s determination to extend more services, facilities of the PBC were also expanded. The emergency room was made more spacious and well ventilated with air-conditioning system. In 2004, additional physicians were hired to man the increasing number of outpatient consultations. Waiting lounge, corridors and lobby were well-ventilated and well-lighted. A registered medical technologist was hired for the operation of the licensed laboratory. The ward area was made bigger and now divided into four sections: adult female room with seven beds, one adult male ward with three beds, one pediatric room with four beds, and one isolation room with two beds.

In 2005, consultancy program such as medicine and pediatric services was started to make medical consultation available to indigent patients. Another expansion was made which includes X-ray department, OPD section, consultation office, central supply room, pharmacy, administrative office and proposed private room.

Additional equipment and apparatuses were purchased like stainless medicine cabinets, emergency trolley, labor bed, delivery bed, emergency beds, suction stands, IV stands, laboratory equipment and an x-ray machine.

With its continuous improvement and expansion, PBC now has 18-bed capacity and more health services were offered for free.

What set the tone for the MHO and PBC to perform well is a local government unit that keeps on looking at spending on health is an investment and not an expenditure.

Transportation

Carmona is accessible by various land-based transport vehicles from Manila and other nearby provinces and cities taking two alternative routes namely: South Luzon Expressway (SLEX) and the Cavite Coastal Road passing thru Aguinaldo Highway and Dasmariñas/GMA Roads. It may be reached through public utility jeepneys and buses. It is a 15-minute drive from Alabang and Biñan, Laguna, and 45-minute travel from Trece Martires City. A transport terminal was established in the Carmona Public Market for commuters going to Manila, Biñan and GMA. Ordinary and first class air conditioned buses coming from Biñan, Laguna are passing the National Road to pick up passengers in Carmona going to Manila.

Moving Around

  • Tricycle. These local cabs are widely available around the town. You can reach nearby destinations or even hire them at a minimal cost. The minimum fare per passenger is Php 10.00, depending on how far you want to go.
  • Jeepney. This is the major mode of transportation in Carmona. This multi-purpose vehicle can accommodate 14-20 passengers taking them to other nearby towns such as: Biñan, GMA and Alabang. The minimum fare rates are: Php 7.50 going to Biñan; Php 12.00 going to GMA and Php 18.00 going to Alabang. These jeepneys also provide transportation discount to students and senior citizens.
  • White Car Vehicle. (“Biyaheng Palengke”) . This type of vehicle usually goes around the town proper of Carmona taking you to Carmona Public Market and vice-versa. This was provided by the local government unit of Carmona to facilitate easy, affordable and comfortable way of going to market with a minimum fare of Php 5.00 per passenger.

[9] Business in Carmona is booming. In fact, there are eight (8) existing industrial complexes in the town which are considered at par with the other industrial complexes in the neighboring towns. Its proximity to Manila and at the same time being the gateway to the CALABARZON area made Carmona a promising venue for business.

Carmona is composed of 975 commercial & business establishments. One is the Walter Mart Commercial Center situated at the Macaria Business Park which covers a land area of 13.13has.

Over a thousand and hundred duly registered commercial and financial establishments set the place in trading, banking, servicing, settlements, recreation and entertainment.

Commercial and Financial

One of the biggest commercial subdivisions in town is the Macaria Business Park in Barangay Mabuhay which houses Waltermart in its 13.13 hectare lot. Recently, fastfood chains and restaurants have been opened to complete for regular patronage at the Paseo de Carmona in Barangay Maduya. From great tasting food to intimate folk jams and videoke, Paseo offers clean fun all night.

Moreover, numerous traders and retailers are housed in the bustling Carmona Public Market.

The bulk of commercial activities come from wholesale/retail enterprises, which comprise a total of 619 establishments. On second, are the service related establishments either in business, food shoppe and amusement operators, with 35 banks and other lending institutions. Among the major banking institutions that caters to the financial needs of businesses in Carmona and neighboring towns are Bank of Philippine Islands (BPI), Metrobank, Banco de Oro (BDO), Chinatrust Bank, China Bank, RCBC, and Union Bank.

Peace and Order

Carmona, as a business friendly location has maintained the peace and order of its community with help from private volunteer groups and community organizations which support the LGU in its efforts at crime prevention.

The local police force works in close cooperation with other PNP units and agencies both in the provincial and national level. Extending support to its efforts, the Carmona Traffic Management Office oversees road safety and regulations. Moreover, emergencies and fires are quickly responded to by the local Bureau of Fire Station with additional enforcements from other fire stations in Cavite.

Among the industrialized towns in Cavite, Carmona is considered the most peaceful. It has a very low crime rate at 7.15%, with a crime solution efficiency of 90%, despite the unfavorable policeman-to-population ratio of 1:1,788. This is made possible through the concerted efforts of the Carmona PNP, private volunteer groups, and organizations with the local government taking the lead.

Working hand in hand with the local government is the Bureau of Fire Protection which is always ready especially in times of disaster. It has widened its facilities by coordinating with the other BFP offices in the province.

Traffic in Carmona is generally smooth as there are deployed enforcers regulating traffic flow especially in choke points. This is handled by the Carmona Traffic Management Office.

Environmental Management

The municipality is committed to work for economic growth without compromising ecological preservation and protection. This was reinforced with the establishment of the Municipal Environment and Natural Resources Office (MENRO) last 1997 to work hand in hand with the community and stakeholders towards the realization of harmonious coexistence with the environment.

Environmental Compliance of industrial establishments evidenced by their Environmental Compliance Certificates (ECCs), Wastewater Discharge Permits, Permit to Operate Air Pollution installations, integrated waste management, good housekeeping practices and the activities of their designated pollution control officers are monitored by the MENRO as part of its annual routine activity and basis for business permit evaluation. The office also offers technical assistance in order for industries to comply with the law at the minimum and set further goals for continuous improvement of environmental performance.

In 2002, Carmona won the coveted Gawad Galing Pook Award for excellence in good governance. Carmona Ecology Center was cited as a showcase of “good practice” in solid waste management. Beyond environmental control, however, Carmona has transcended to the enhancement and improvement of its surroundings. A component of the community-based program it embarked on is Lingap Paligid, a clean and green program. Together, the package of programs of MENRO presents a daily attraction for ecotour enthusiasts.

The most significant achievement of the Local Government Unit of Carmona is to encourage parents to bring their special children out into the open, allow them to be educated as much as possible and be fully functional within their individual capacities.
