As Achimeir is part of the kahanist "settlement" project in the illegally occupied West Bank, he belongs to the kahanist militant movement and is not, by definition, a "civilian". The West Bank isn't part of Israel, nor will it ever be part of Israel. The categories listing this event as occurring "in Israel" should be removed immediately.
