I am a tour guide in the Thousand Islands region. I have looked at charts and can confirm that the Zavikons are in Canada. But I also know that there are two more artificial islands, Flowerpot in front of Calumet in Clayton, and an island built as a tennis court off the end of Cherry Island.

Errata

Even tho it is said that both the Zavikon islands are in Canadian territory, Google maps would suggest that both are in the US territory. Alas, the referenced article requires registration to be read. Google maps is incorrect

On navigation charts of the Thousand Islands region, Zavikon Island is visibly on the Canadian side of the river.
