This article needs to be entirely re-written. Most of the article is devoted to the years 1934 to 1939, but it should cover all of his life, it even fails to list all of General Winship's awards. This article violates Wikipedia's neutral point of view. For a far better article on General Winship see the below link and scroll to pages 149-151.

NOTE: A great deal of this article is subjective. While I agree with the conclusions, we're missing several citations that should be easy to provide.
