Noelia Victoria Voigt Briceño (born November 1, 1999) is an American interior design student, model and beauty pageant titleholder who was crowned Miss USA 2023 on September 29, 2023. She is the third woman from Utah to win Miss USA, 63 years after its last win in 1960.[1] She will now advance to represent the United States at the Miss Universe 2023 pageant on November 18, 2023 in El Salvador.[2]

Early life

She was born in Sarasota, Florida to a Venezuelan mother, Jackeline Coromoto Briceño from Zulia, and an American father, Jack David Voigt, a professional baseball player. She is the first Venezuelan-American woman to be crowned Miss Utah USA, and eventually Miss USA 2023, as well as the third woman from Utah to be crowned Miss USA after 63 years.[3]

Miss USA 2023

After landing the 1st runner-up position at Miss Alabama-USA for the second consecutive time, she moved to Salt Lake City, Utah in April 2023 and competed for the title of Miss Utah-USA 2023. After winning her adoptive state pageant, she earned the right to represent Utah at Miss USA 2023 on September 29, 2023 in Reno, Nevada, becoming their first Venezuelan-American state titleholder.

During the competition, after passing through the Top 20 with the swimsuit and evening gown competitions, she eventually placed in the Top 5, along with representatives from Hawaii, Pennsylvania, Texas, and Wisconsin. For the final question & answer round, Noelia was asked: “As the brand ambassador for Miss USA, what will be your contribution to the organization?” to which she responded:[4]

I believe the ability to connect with people is an incredibly important asset that a Miss USA should have. The United States of America is an incredibly diverse country, probably one of the most diverse in the entire world. So being able to connect with everybody is important. As a bilingual Venezuelan-American woman, I plan to connect with that community of people because the United States of America is a diverse country and a Miss USA needs to be able to represent every community no matter their background, their race, their ethnicity, anything and I would like to be that Miss USA.

Noelia was eventually crowned by the outgoing titleholder Morgan Romano of North Carolina as Miss USA 2023, becoming the first Venezuelan-American winner and fifth Hispanic winner overall after Laura Harring in 1985, Lynnette Cole in 2000, Susie Castillo in 2003, and Nia Sanchez in 2014. She became the third woman from Utah to be crowned Miss USA after 63 years. Her win has earned her the right to represent the United States at the Miss Universe 2023 pageant, to be held in El Salvador on November 18.[3][5]
