There is something odd about this award. A search of Google and Google Books finds multiple mentions, but they are all of a single winner: 1992 Ron Smolla's Free Speech in an Open Society. Further, there is no website for the award, no mentions of it in any press. No idea when it was established. This award appears to be defunct, and possibly only ran for one year, in 1992.
