Just looking at User:Reywas92's initial edits here, which sparked an edit battle, I can see why he/she took off the quotes on "intend". What purpose could quoting that have? Same with "judgment" and "experience". These are all cases where Vilsack is using common English words in common ways. Using quotes on them may be interpreted by readers as casting doubt on what Vilsack is saying (scare quotes), which should not be the intent. With "capping", I would tend to leave the quotes in. There, the word is used specifically in the terminology of the Iraq debate. Wasted Time R (talk) 10:35, 11 June 2009 (UTC)[reply]
