The powers of the state are for the entire state, since Chile is a unitary republic. It must have been confused with the fact that the Chilean congress is located in the city of Valparaíso. In other simpler words, the legislature is 'absolute' for the Chilean State. The state has not explicitly said (or not that it has been found) that the capital is Santiago de Chile, and if it were, it would not be a legislative document, it would be constitutional Tags: Reverted Visual edit
