The Co-op City Department of Public Safety (CCPD) is a private Law Enforcement agency in the Baychester section of the (Bronx) in New York City, which is in the confines of the New York City Police Departments (45 Precinct). Co-op City Public Safety Officer's duties are to protect the property, citizens and to enforce all laws on Co-op City property. The Co-op City Department of Public Safety currently employs more than 100 Public Safety officers and 10 civilian employees.[1][2][3]

Co-op City Department of Public Safety is govern by the RiverBay Corporation.

History

Co-op City management created the Co-op City Department of Public Safety to protect the property and citizens of Co-op City. Co-op City is the largest housing development in the world, with approximately 60,000 residents, 35 high rise buildings, 3 shopping centers, 240 duplex townhouses, 2 school complexes, and 8 parking garages which cover 2.2 square miles (599 Acres).

The New York City Police Department is the primary law enforcement and investigatorial agency within the five boroughs of New York City as per the NYC Charter (law), which includes Co-op City community.

Units

Co-op City Department of Public Safety has the following units:

  • Patrol Unit - patrol on foot and in patrol cars
  • Bicycle Unit - patrol on bicycles
  • Emergency Services Unit - patrol in rescue trucks, are fully certified EMT's, back up other officers when necessary, and are trained to handle rescue, tactical, and medical emergencies
  • Detective Squad - investigate and solve crimes, apprehend criminals, and locate missing persons
  • Gang Intelligence Unit - investigate gangs and gang activity, and try to keep gangs and gang activity to a minimum
  • Community Affairs - keep in close contact with the public, and try to keep a good rapport between the public and the department
  • Training Unit - Responsible for all training given to all employees
  • Investigations Unit - investigate all internal investigations involving personnel
  • Community Policing - increase community participation in activities and community based public safety programs

Training

Co-op City Public Safety Officers must complete all training required by New York State Division of Criminal Justice Services (DCJS) as a Peace Officer, In addition Officers go through training in physical control of a subject, the use and effects of pepper spray, and firearms training.[4] In 2008, the department started giving Public Safety officers training in Segways after the department deployed 3 Segways for patrol.[5][6]

Equipment

Co-op City Public Safety Officers are armed with a firearm after receiving a handgun permit by the New York City Police Department as a Special Patrol as described in NYS Criminal Procedure Law 2.10 sub 27 and also use pepper spray,baton,handcuffs, flashlight, and walkie talkie radio.

Power and authority

Co-op City Public Safety Officers are Special Patrolmen, with Special Patrolmen status officers have peace officer powers while on duty only. Co-op City officers can make warrant less arrests, carry and use handcuffs, and use physical and deadly force. In 2008, the city of New York granted Co-op City Public Safety officers the authority to issue parking summonses to illegally parked vehicles on Co-op City property.[7]

Vehicles

Currently, the department utilizes Ford Crown Victoria, Chevrolet Impala, Ford E-Series and Chevrolet Express vans, scooters, Ford E-Series|Ford E-350 trucks and Ford F-550 trucks[8][9]

Fallen officers

Since the establishment of the Co-op City Department of Public Safety, one officer has died while on duty.[10]
