This page should not be speedily deleted because I would have assumed notability under criterion 3 (elected fellow of the African Academy of Sciences) and possibly under criterion 7 of acknowledgment outside academia (invited to address UNESCO event, position on national HIV board.)

Is the problem the lack of Segobye's achievments, or simply that they are not presented clearly enough for you? (i.e. a redraft but not a speedy delete?) If someone wishes to propose speedy deletion, it would be helpful if they could explain why these criteria do not apply.

Hello Rg161, thanks for contributing this article. I declined the deletion request without seeing this message because the elected fellowship of the African Academy of Sciences is a sufficient claim to meet the requirements of A7. Further expansion to cover the areas in which she researches would be very helpful, if you are able to do it. The Women in Red project might be able to help; I've placed their banner above even though it wasn't created as part of one of their drives, so that they can track this article if another deletion request is made.
