Redundancy (Style)

Not sure what was meant by "African-American women in the nineteenth century took the way they dressed very seriously *and so did others* [boldface mine]." If this was by way of introducing the subject, then why not "Women in the nineteenth century etc." - without the dangling generalizing clause?
