Source for high costs of Lower Level repair?

I noticed there is no attribution to the sentence that says the lower level is too expensive to repair. I’m curious because this would be good information to have. I will search and add if I can find anything, but I’m throwing this question out there too. Gnarrioch (talk) 23:01, 30 July 2021 (UTC)
