Resolving copyright issue

Ichihara not a special city yet?
[edit]How come the city of Ichihara is not either a special city or a core city yet? It has the requirements of 100 km2 in area and 200,000 in population. jlog3000 (talk) 12:05, 6 September 2013 (UTC)
