Should this bit be changed?[edit]

More specifically, "he has been noted for his miserliness". The referenced link has no mention of him being miserly or any kind of reference to this being negative. It would appear that this is a personal opinion and should probably be removed unless I'm missing something here. In reference to the claim itself, it stands to reason that if (as per article) the goal was to reduce youth unemployment, then it can hardly be considered 'miserly' to get rid of said penalty.
