Star Route Postal Ring
[edit]There is some question as to Creswell's involvement with the Star Route Postal Ring that involved straw bidding and bribery in order to obtain valuable Star Route Postal contracts. He had received checks in his name only rather then as Postmaster General. He stopped this practice when he was informed that it was against a Postal regulation that forbid a Postmaster General to take checks in their own name. He was also censored by the minority Democratic party in an 1872 investigation into the Star Route Postal Ring. Staw bidding was at its highest while Creswell was Postmaster General. Historically Creswell is viewed as a Postal reformer. It is unknown why he resigned. He may have resigned not because he knew scandals were in the Grant Administration, he may have resigned because he was involved in the Star Route Trading Ring. This is unknown. Any suggestions? - I have found no evidence that Creswell was involved with the Star Route frauds. These frauds had to due with monetary expansions of contracts, after bidding for contracts and contracts for postal carriage had been secured. Evidently the Assistant to the Postmaster General may have been the person who allowed contractors to increase their contract expenses charged to the federal government.
