I am working on this article, in a generally chronological manner. I will link in Pop Buell when I get to the latter years when he was there working his miracles for refugee relief.

I would question the statement that Buell provided technical assistance for the Hmong to grow opium. Citation please. The Hmong had been growing opium for hundred of years. They knew a lot more about growing it that Buell or anybody in the CIA did. Unless somebody has some evidence of Buell giving technical assistance to the Hmong for opium growing, I will plan to eliminate this phrase in my planned expansion of this article. I have added text and references to Pop Buell aiding the Meo with opium cultivation and his involvement with the CIA. The complete text of the chapter of the book talking about this is online and I linked to it in the references.

Edgar Buell → Pop Buell – As I understand the article, the people who knew him when he was historically significant called him "Pop"; I'd submit therefore that since the article is about his Laos career, per WP:COMMONNAME it'd make more sense to label this article Pop Buell.
