Mitigating effects of Lockdown COVID 19
[edit]Subject: Suggestion to mitigate the side effects which may lead to financial stress on national exchequer. Preface: In the wake of Covid-19 outbreak , Indian Government has taken a remarkable but nonetheless the bold step of a complete country lock down. Though the step is very much necessary to handle the pandemic but at the same time may lead to some very serious side effect on industrial and financial health of the country. Imports and exports are unbalanced so will disturbed our balance of payments. All revenue transaction , Taxes and interest on loans have been stalled will lead to a heavy loss. Now as in the corridor there are whispers of financial emergency now it has become necessary for the government to take steps so that the financial situation moves smoothly in and after the pandemic. To handle the situation many state governments have started holding the salaries ,cutting ,perks of the employees .Central Govt has also released a letter regarding maintenance of prudence expenditure , such steps may lead to a contagion burden on the state and national exchequer later on which may be detrimental for coming out of the situation. Possible Side effects of the lockdown: • Industrial slow down • Revenue crunch with the national exchequer. • Unemployment. • Export and Import imbalance . • Wipeout of unorganized sector. Some Statistics: • Total Numbers of Central Govt Employees : 50,00,000 • Total Expenditure on Salaries(Yr 2019) : 1,66,000 Cr • Total Expenditure on Pension : 1,45,000 Cr • Total central Govt employee working in the age bracket of 58 to 60 years approx 4,00,000
• Total salary expenditure for the employees in the age bracket of 58 to 60 years approx 10000 Crore. The same goes very well with state govt too. Suggestions: 1. Retirement age to reduce from 60 to 58 years with the retirement benefits to be paid after 2 years. 2. 50% of the present salary shall be paid as the pension. 3. X % to Max 50% of the present salary shall be given from the retirement benefits of the employee , in addition to the pension. This will be as per the choice of the government. 4. The remaining amount shall be payable by the Govt with an applicable interest rate. Benefits: To an Individual: • No burden on the financial position of the individual immediately or in near future. He will very well will cover his current financial planning’s he has done. • He will get a rate of interest on the balance amount to be paid which will be safe with the government for a reasonable period of time. To the Government: • Generation of vacant post which can be effectively utilized post Corona period if there is a speculative increase in unemployment. • Govt may do away with the financial emergency or holding the salaries of the employees as is being done by state governments. • The Central Govt. may save Rs. 25,000 Cr approx by reducing the retirement age. • Govt may slow down the contagion effect which may recur in recession. • Govt may infuse a fresh and active manpower in the stream which may lead to new boost to the system.
