Hiding images
[edit]What you have with the "Hidden image" template duplicates functionality in Wikipedia, except in a way that applies it to all readers, and requires them to take steps to opt-out of censorship. In the article Help:Options to hide an image, there are a number of options offered, and the onus is on the reader to tailor their browsing environment to match their situation. One option, in the Wikipedia user preferences section, is to configure the Wikipedia interface to show all images as obscured with a generic pattern, until the reader decides to act to view the underlying image. The "Hidden image" template would similarly obscure the image for all users, requiring them to act to view it.
