Who the hell are you man to block anyone from editing Wikipedia? Just for your kind information, this is a shared PC at Crawley Library in West Sussex, England. Hence, as you will surely appreciate this is a shared, publicly accessible PC. As we're very close to Gatwick Airport, there will be plenty of people with an interest in aviation who may use the library's network of 52 PCs (which all have the same IP address) at any one time. Some of these users may from time to time edit some of these articles if they feel that the contents is not right and can prove it through relevant citations. So, let this be a warning to you: if you block access to Wikipedia for our library users, I'm going to report you to Wikipedia as well as to the library's and West Sussex County Council (the local authority employer of the library staff) for blocking our users legitimate access to an important source of information.
I am an administrator. Administrators are given the ability and the authority to block users under certain circumstances following the Wikipedia:Blocking policy. Blocking is not something that I do casually, but only if repeated warning are ignored. I have explained above why your behaviour is not appropriate, and when you continued it, I warned you of a possible blocking.
Blocking does not prevent users from reading Wikipedia, and it does not prevent users who log in from editing Wikipedia. It only prevents users who do not log in from editing for a period of time.
Thank you for advising me that the IP belongs to a library. In this case, I would not block the IP because I do not wish to prevent other users from editing if it can be avoided. In this case, it would make more sense to protect the article to prevent unregistered and newly-registered users from editing. This not a desirable action either, and so I would not undertake that likely. Article protection prevents others users who may not wish to register from editing for a period of time. As far as the West Sussex County Council is concerned, I am sure that they have full authority over the West Sussex Library and its staff, but I doubt that they would have much interest in your dispute with a Wikipedia administrator.
