As with the earlier draft, the two directory-type listings don't help establish notability. Neither does his resume, because it is not independent. The addition of news sources is a step in the right direction, but the cited ones do not contain a significant depth of information about him. They fall at the passing mention and brief quote end of the spectrum. Examples of in-depth news sources about a person would be [1] and [2].

Wikipedia has a biography on only one of the twenty-nine current Chief Secretaries (and on close inspection that article may not meet Wikipedia's notability guidelines for inclusion), so it may be overly optimistic of you to believe that an Additional Chief Secretary can be shown to be notable. If you can find the necessary source, the draft will need a complete rewrite to be like an encyclopedia article instead of his CV.

In general, a person, organization or product added to a list should have a pre-existing article before being added to most lists. If you wish to create such an article, please first confirm that the subject qualifies for a separate, stand-alone article according to Wikipedia's notability guideline. Thank you.
