CIA memorial stars

I believe the memorial graphic should not be in the operations section. but higher up, such that it covers the entire agency. Having looked at it in person, some of the stars do have names. Among these names are people who were killed in embassy bombings, crashes, by a shooting at CIA headquarters, and, IIRC, accidents during scientific equipment development. Some were analysts or administrators. Putting the picture there, I believe, overemphasizes the perception of the agency as principally a "dirty tricks" organization. Howard C. I don't think the new use can be considered acceptable under our non-free content guidelines- the flag itself is not discussed, it is simply used to graphically represent NATO. This is unacceptable in the same way that throwing in a company logo just because the company is mentioned or an album cover because the music of the album is discussed. I'm not aware of any free images. There are a lot of articles concerning NATO policy and relations- this image is only appropriate on the main article, as the main way that NATO presents itself to the world, and on any article discussing the image itself. I really think the use of this image on this article stretches WP:NFCC beyond what is allowed. Does the presence significantly increase readers' understanding of the topic? I would say no, it is simply decorative. (Unlike the map, for example, which does increase readers' understanding of the topic.) Yes, I am disputing this speedy deletion, I am trying to follow the example as laid out at Wikipedia:Use rationale examples#Historical photographs, but if there's something the image or article is not doing that you feel it needs to be doing, I appreciate any specific help. As a photo from a press agency which makes its money licensing the photo, so you will need to show that the use of this image meets with WP:NFCC#2. See also WP:NFC#UUI which lists examples of unacceptable usage. Specifically point 7 which is about photos from press agencies. -- Whpq (talk) 17:18, 29 April 2021 (UTC)
Okay, that's a lot of jargon, can I ask, does it matter if it's not really an AP photo? It was taken by a local reporter with the Free-Lance Star, I do see the image on other news sites without AP being mentioned, like History.com, it's just that the highest quality I saw is from the NYT, where it says "Free Lance-Star, via Associated Press". Life Magazine took similar photos at that time, I just think this photo was the best to illustrate the topic. Thanks again!-- Patrick, oѺ 17:31, 29 April 2021 (UTC)
I think it does because it is being syndicated through AP for licensing fees. As for using the photo, if you read the information in the examples of invalid non-free image usage, the one for press photos states that if the photo itself is the subject of commentary, then its usage would be acceptable. -- Whpq (talk) 17:40, 29 April 2021 (UTC)
I'm sorry I'm not an expert on non-free content, so I do have to ask, here is the same image from the paper that took it, can I use that as my source, and therefore not AP? I think that one of the family is the best to illustrate the topic, but would it be different if we used this image from the paper's archive? Or one of the images from Life Magazine linked above, or from an individual photographer? Is the Associated Press specifically the problem I guess I'm asking, or is there another non-free issue that could come up?-- Patrick, oѺ 20:03, 29 April 2021 (UTC)
Use of images that are being licensed though commercial agencies such as Associated Press usually will usually fail to satisfy WP:NFCC#2. Regardless of what source you state, the image is being licensed through AP. Use of photographs that are not being used to generate income do not have the same issue with meeting WP:NFCC#2. The use of the image from the photographer is possibly okay with reduced resolutios. -- Whpq (talk) 21:04, 29 April 2021 (UTC)
