== WTF is "most <...> pro-democracy region"? ==
As opposed to what? Are other regions pro-I don't know-totalitarism or something? And even if it is something outlandish like this, how this pro-democratiness was measured and why it is "most" expressed in Kiev? Kiev in Ukrainian SSR

This text: From 1921 onwards Kiev was a city of the Ukrainian Soviet Socialist Republic, which was proclaimed by the Red Army It is not quite true.
