As shootings become more common due in part to increase in population, I think we have to consider changing what we define "Mass shooting" I think mass shooting should be defined by 10 or more killed. By the current definition too many shootings are being considered "mass". thoughts?

General discussion of the definition of the term "mass shooting" is not productive in improvement of this particular article. As for why Wikipedia describes this event as a mass shooting, we follow the sources in doing so, as is the overall goal of writing an article on this website.
You may also be interested in the other article on "mass shootings" which lists several definitions for the term from legislative bodies, universities, etc. All of these definitions are met by the event described in this article.
With regard to your specific proposal, the motivation to redefine "mass shooting" so that there aren't "too many" of them is perverse and backwards from how gathering of statistics should be done.
