"Havana Syndrome" microwave beam theories?

It falls perfectly in line with the set of symptoms and the theories of causes described. It seems like a simple rebranding if electronic harassment to apply to US diplomatic staff. So, "the speculative and frivolous nature of the case makes clear that the defects in plaintiff's Complaint are incurable... dismissed with prejudice". We don't use primary-source court case material for content, and if we did, this bit of nonsense wouldn't confirm anything that the article doesn't already say.
