According to Wikipedia:Start-Class, the classification requires that, "The article has a usable amount of good content but is weak in many areas.

"...the article should satisfy fundamental content policies such as wp:notability and BLP, [it does, featuring a notable person who is both an elected member of the State legislature and a delegate to a Constitutional Convention -- see wp:politician.] ..."and provide sources to establish verifiability.
