Qareh Toghan Rural District (Template:Lang-fa)[3] is in the Central District of Neka County, Mazandaran province, Iran.

At the National Census of 2006, its population was 21,747 in 5,667 households.[4] There were 21,181 inhabitants in 6,308 households at the following census of 2011.[5] At the most recent census of 2016, the population of the rural district was 21,510 in 6,949 households. The largest of its 26 villages was Khvorshid, with 2,293 people.[2]
