Dido's sister in Virgil's The Aeneid is Anna; she does not appear in Purcell's opera. In Tate's libretto, Belinda is a senior lady-in-waiting who addresses Dido as "Madam". (Some secondary references incorrectly list Belinda as Dido's sister because in the late 18th/early 19th century, performances by the Academy of Ancient Music changed Belinda’s name to Anna to make the opera more Virgil-like.) undo
