Motohiko Saitō (斎藤 元彦, Saitō Motohiko, born 15 November 1977) is a Japanese politician and the 53rd governor of Hyōgo Prefecture in Japan.[2]

Since taking office as Governor of Hyōgo Prefecture in 2021, he has been implementing politics and policies with authoritarian tendencies after being elected with the support of the Japan Restoration Party. Amid the many political, economic and social problems and contradictions created by the Saito administration, on September 19, 2024, the Hyogo Prefectural Assembly submitted a motion of no confidence, which was passed by 86 votes. He has been forced to choose between dissolving the Hyogo Prefectural Assembly or resigning as Governor by September 29.[3].

Saito has been criticized for his paranoia, greed, selfishness and frequent begging. In particular, the head of the prefectural government bureau for the Nishiharima region committed suicide on July 7, 2024, after presenting an internal whistleblower document criticizing Governor Saito's begging nature and dictatorial attitude[4]. Since then, Japanese media has focused on Saito, and discussion and criticism of the Saito administration has increased[5].
