Jamie Waite was never the second-youngest international footballer.

Anibal Zapican Falco was 15 years 9 days when he played for Uruguay in 1908 (birth certificate proves it). Abdoul Gafar Mamah was 15 years 31 when he played for Togo in 2000, Sam Johnston 15 years 122 (Ireland 1882; again, there's a birth certificate). Tormod Kjellsen 15 years 351 Norway 1910. There were several others who were younger before Waite was capped.
