Inconsistant with rest of project

This currently reads like an advertisement for Bay Lakes; which has great programs & is a great council, but probably shouldn't make up the bulk of this article. Milwaukee CC has its own page, while information on other councils is sparse at best. External links should be moved to bottom, while new pages should be created or properly linked where they exist for OA & camp information. Girl Scout information is tacked on awkwardly.
