I'm going to present here a proof of Notability, using WP:ACADEMIC guideline, criterion 1 there, which should be enough, as mentioned in the guideline, to establish his notability. Criterion 1 says

The person's research has made significant impact in their scholarly discipline, broadly construed, as demonstrated by independent reliable sources.

I am going to use the subcase

Criterion 1 can also be satisfied if the person has pioneered or developed a significant new concept, technique or idea, made a significant discovery or solved a major problem in their academic discipline. In this case it is necessary to explicitly demonstrate, by a substantial number of references to academic publications of researchers other than the person in question, that this contribution is indeed widely considered to be significant and is widely attributed to the person in question.
Claim 1: Victor W. Marek pioneered and developed a significant new concept of answer set programming
Subclaim 1: answer set programming is a significant concept. To testify this, it is enough to see
  • how many books involve ASP. See [1].
  • how many scientific articles are about it in ACM Digital Library [2]
  • there is a competition of tools that use ASP [3]
  • it is a frequent topic on international scientific conferences [4], [5], [6] etc.
Subclaim 2: answer set programming are a new concept.
  • It is commonly stated that the concept was introduced in 1999 by three publications (among them one of Truszczyński and Marek), see e.g. Answer Set Programming for Continuous Domains: A Fuzzy Logic Approach by Jeroen Janssen,Steven Schockaert,Dirk Vermeir,Martine De Cock
