Being a fishmonger, bankrupt property developer, and one-time mayor of the town of Hotham doesn't make Langford notable. A book-length biography is generally a good thing for notability, but At Home on Hotham Hill is written by someone with a graduate diploma in architectural history and conservation, and published by a group that describes itself as "a group of ... residents and friends who are writing ... about the history of North and West Melbourne." It doesn't meet Wikipedia's guideline on reliable sources or the criteria in the essay about reliable sources for history.
