On May 6, 2023, a mass shooting occurred at Allen Premium Outlets, an outlet center in Allen, Texas, United States. Nine people were killed, including the perpetrator, who was shot by a police officer already in the area on an unrelated call.[3] Seven were injured.[4][5]

Background

Opened in September 2000, Allen Premium Outlets is an outdoor mall with 124 apparel stores and six chain restaurants. It is owned by Simon Property Group.[6] The center is located 25 miles (40 km) north of Dallas, Texas, in a part of the Dallas–Fort Worth metroplex.[7]

Shooting

The shooting began on May 6, 2023, at 3:36 p.m. CDT. Wearing black tactical gear,[8] the shooter exited a silver Dodge Charger and shot into a crowd outside the mall.[9][10][11] Witnesses said the shooter appeared to be firing indiscriminately[12] and fired dozens of shots.[13] The Allen Police Department said that calls from the mall came in at 3:40 p.m.,[9] and tweeted at 4:22 p.m. that law enforcement was at the Allen Premium Outlets.[7] Allen police chief Brian Harvey said that an officer who was at the mall on an unrelated call heard gunshots and responded, ultimately engaging and killing the shooter.[3][12][8]

Perpetrator

The perpetrator was identified as 33-year-old Mauricio Garcia, who was reported to have worked as a security guard and was living in a motel.[15] During his time working as a security guard, Garcia reportedly received firearms training.[16] Garcia had no serious criminal history.[15] No motive for the shooting has been announced. Garcia's clothing bore the insignia RWDS, which authorities believe may stand for "Right Wing Death Squad", and Garcia had, according to investigators, interacted with neo-Nazi and white supremacist social media content.[17] Garcia had joined the army in 2008, but was terminated after 3 months due to mental health concerns.[18][19]

Aftermath

A vigil was held on May 7 at 5 p.m. at the Cottonwood Creek Baptist Church,[20] with Governor Greg Abbott and Lieutenant Governor Dan Patrick in attendance.[21]

Reactions

Abbott said the shooting was an "unspeakable tragedy" and Patrick said, "We are grateful for our brave first responders who were deployed to stop the shooter and investigate this hideous crime. We are thankful for their bravery and courage".[22] Abbott said he would travel to Allen on Sunday to meet with the community.[23] Senator Ted Cruz thanked "incredible law enforcement" for stopping the shooting and also offered prayers to the victims.[24] Representative Keith Self, a Republican whose congressional district includes Allen, blamed the shooting on people with mental health issues "that we're not taking care of"; and when he was asked about people's claims that prayers do not prevent mass shootings, Self responded: "Those are people that don't believe in an almighty God who is absolutely in control of our lives. I'm a Christian. I believe that he is."[25][26][27]

State senator Roland Gutierrez, whose district includes the site of the Robb Elementary School shooting, also called for more gun control, writing, "There is a special place in hell for people who watch all this happen and choose to do nothing."[28][29] Arizona Cardinals quarterback Kyler Murray, Seattle Seahawks safety Steven Terrell, Washington Commanders running back Jonathan Williams, and Detroit Lions defensive tackle Levi Onwuzurike—all alumni of Allen High School—released statements on Twitter.[30] Collin County judge Chris Hill was deeply angry with "those that would do evil in our community, in our backyard."[31]

President Joe Biden was briefed on the shooting.[32] He urged Congress to ban assault weapons and enact universal background checks, writing, "Tweeted thoughts and prayers are not enough."[33] Flags were lowered at half-staff to honor the victims and will be lowered until May 11.[34]

The Dallas Stars of the NHL cancelled a watch party in front of the American Airlines Center for their third game against the Seattle Kraken in the NHL playoffs "out of respect for the victims, families, and community of Allen."[35]
