This is a list of the first-level administrative divisions of the People's Republic of China (PRC) and Republic of China (ROC) in order of their total resident populations (常住人口) at the end of 2008. It includes all provinces, autonomous regions, direct-controlled municipalities and special administrative regions.
Taiwan, ROC and Fujian, ROC, which are administrated by the Republic of China (ROC), are listed below for comparative purposes only, and the figure for Fujian Province, PRC excludes population in Fujian Province, ROC.

Numbers indicate the total population rather than the total resident population. China makes a difference between people holding hukou permits of their municipality, usually calling them "permanent residents", and people who have their hukou somewhere else, calling them "temporary residents." In addition, there can be large numbers of unregistered people, especially in the larger cities, which can make a reasonably exact count difficult.
Numbers referenced to the China Statistical Yearbook 2009,[2] are as per December 31, 2008. According to the methodology given in[2], the numbers "are estimated from the 2008 National Sample Survey on Population Changes."
China conducts a new national census every ten years, the next one will be in 2010.[11]
The national total population is sourced on the China Statistical Yearbook 2009, and does not include the population of Hong Kong and Macau SARs, as well as Taiwan and Fujian Provinces of the ROC, as per the China Statistical Yearbook 2009.
The "Comparable Country" column lists the countries with the closest population to each province, according to their populations as listed in the 2010 edition of the CIA world factbook.[12]
Note
Where local official data sources are available, there can be substantial differences between the Statistical Yearbook 2008 data and the local official data. This is most pronounced with Beijing and Chongqing. In June 2007, Chongqing reported on its official web site a population number that was more than 3 million higher than what was reported in the Statistical Yearbook by the end of 2008. Beijing's number, reported in March 2010, was more than 5 million higher than what was reported in the Statistical Yearbook by the end of 2008. This illustrates the difficulties of keeping track of the population in China.

Total Population refers to the total number of people alive on the 31 December 2008. The national total population does not include the population of Hong Kong and Macau SARs, as well as Taiwan and Fujian Provinces of the ROC. Data in the table are estimates from the 2008 National Sample Survey on Population Changes. The national total population was adjusted on the basis of sampling errors and survey errors. Similar adjustments were not made to regional figures.
