Research

Hi! I am a Ph.D student at Northwestern University's School of Communication studying the structure of collaborations around Wikipedia's coverage of breaking news events [1] for my dissertation. You played a very prominent and important role in editing Fukushima Daiichi Nuclear Power Plant and Fukushima Daiichi nuclear disaster articles following the 2011 Tohoku earthquake and tsunami. I would like to ask you some more questions about how you became involved in these articles and the work you did for my research. He Brian, Interesting topic for a PhD! Yeah, I was quite a news'y on that topic (although not(/hardly) professionally knowledgeable obout the topic. I am ok with trying to answer questions here, although we might have to find an alternative when personal info is needed (I never edit the topics in the fields that I am working on, as they could out me). Eurasian Patent Convention

Thanks for pointing out that the Director General of WIPO is the depositary of the Eurasian Patent Convention (Article 28 EAPC). Indeed. However, in my opinion, that does not mean that the treaty is administered by WIPO, see http://www.wipo.int/treaties/en/ which appears to be an exhaustive list. By analogy, the German Government is supposed to register the European Patent Convention with the Secretariat of the United Nations (Article 178(3) EPC). That does not mean that Germany or the United Nations administers the EPC. In my opinion, "administering" means more, i.e. the day-to-day management ("To manage or supervise the conduct, performance or execution of; to govern or regulate the parameters for the conduct, performance or execution of; to work in an administrative capacity." that's a valid viewpoint (which I mostly share). I do think however it is also defendable that a depositary administers a treaty, in the sense that it keeps its most important logs (accessions) and decides about that. I would argue that category membership should not be taken limitatively but if possible also a bit broader, so that people can appreciate articles that in some way group together... Interesting. In view of Article 77 of the Vienna Convention on the Law of Treaties [3], it seems that the functions of a depositary indeed include some sorts of "administering" tasks. Since the Director General of WIPO is the depositary of the Eurasian Patent Convention, it is fair to say that the treaty is administered by the World Intellectual Property Organization (unless the Director General of WIPO is outsourcing these tasks to some U.N. personals who are not themselves employees of the WIPO). Anyway, I was relying on the list put together by the WIPO itself: http://www.wipo.int/treaties/en/ . If the WIPO itself does not consider that they are "administering" the Eurasian Patent Convention, I was assuming that we may just rely on this... Enough hair-splitting, I won't debate this minor issue any longer. For your information: I have also created Category:Treaties of which the Director General of WIPO is the depositary‎.
