North Korea?

Why is Uruguay considered the "first country" to legalize all this? Isn't cannabis completely legal in North Korea? [Soffredo] Journeyman Editor 22:59, 11 December 2013 (UTC)[reply]

Good question. I think it's because North Korea does not consider cannabis a drug. The fact that the whole chain of cultivation, sell, and consumption went from illegal to legal in Uruguay makes it a first time event. ComputerJA () 02:03, 12 December 2013 (UTC)[reply]

The UN declaring the move "illegal" strikes me as notable enough to be included, along with some more details of international reaction.
