Characters

Riding a snowmobile in "Cliffhanger"Modern Warfare 2 is set several years after the conclusion of Call of Duty 4.[17] The radical Russian Ultranationalist organization has returned to prominence under the leadership of Vladimir Makarov, a former associate of Imran Zakhaev with his own ambitions. Makarov has publicized Zakhaev's death as an act of martyrdom to garner support for his cause, enabling him to build a strong power base in Russia over the years. Fearful of Makarov's growing influence, the global community established Task Force 141 to counter the threat posed by the resurgent Ultranationalists.[18]

An early campaign mission called "Cliffhanger" was demonstrated during E3 2009, following the player character Sergeant Sanderson as he and Captain MacTavish infiltrated a Russian base in the Tian Shan mountain range in Kazakhstan and escaped on snowmobiles.[28]

Modern Warfare 2 was originally referred to under the working title Call of Duty 6.[11] The game was first announced under the title Call of Duty: Modern Warfare 2 by Activision on December 3, 2008.[31] Activision subsequently retracted their announcement, stating that any information about an upcoming Call of Duty game was "speculative";[32] Infinity Ward also asserted that they had not officially confirmed their latest project at that time.[33] On February 11, 2009, Activision officially announced Modern Warfare 2 and set a tentative release date for "Holiday 2009."[10] The game has been tested in an internal beta by the development team. While both Call of Duty 4 and Call of Duty: World at War have been preceded by public multiplayer betas, Infinity Ward's Community Manager Robert Bowling has stated that no public beta will be released for Modern Warfare 2 unless it was determined that the internal beta did not provide adequate feedback.[34]

The announcement made in October 2009 that the PC version of Modern Warfare 2 would not support the use of user-run dedicated servers was received poorly by the majority of the PC community. The resulting negative response to reinstate dedicated servers by some of the community drew Infinity Ward's own response on the matter in an effort to put the community at ease.[27][35] Currently a petition and boycott have been organized in an attempt to have the decision reversed.[36]

Voice actor Ken Lally, who has previously provided motion capture work for the Resident Evil 5 character Albert Wesker,[37] confirmed that he provided voice work for Modern Warfare 2; his role in the game was not specified.[38] 50 Cent will provide voice work for the Special Ops and multiplayer modes, playing as "one of the squad voices."[39][40] On August 20, 2009, Robert Bowling revealed through Twitter that Kevin McKidd, Craig Fairbrass, Barry Pepper, Keith David, and Glenn Morshower are confirmed voice actors for the game.[41] It has been confirmed that McKidd will voice "Soap" MacTavish.[42] Billy Murray has also confirmed that he will be back to reprise his role as Captain Price from the first game.[43]

Game engine
The game utilizes the in-house IW 4.0 game engine, which is claimed to be a generation beyond the capabilities of the engine used in Call of Duty 4.[16] The new engine can accommodate larger worlds, enhanced graphic detail, and more efficient rendering.[44]

Infinity Ward has addressed the issue of enemies that continually respawn at different points of a level.[17] The developer demonstrated that the game engine uses a "dynamic AI," which has replaced the respawn system and allows enemies to act more independently. These "smarter" enemies are designed to actively seek and drive the player forward through a level, and can break away from set behaviors such as following a designated route in order to attack more quickly. The player cannot depend on an enemy being in the same location because enemies will behave differently each time a level is played.[9]

Marketing and release
On March 25, 2009, a teaser trailer for the game was revealed at the Game Developer Choice Awards ceremony in San Francisco. The teaser was also posted on Infinity Ward's website.[45] The teaser was also released on the Xbox Live Marketplace and on the PlayStation Network a short time later.[46] A second teaser was released on May 10, 2009, showing gameplay features such as snowmobile driving and an underwater mission. The teaser announced that the game would be "revealed" on TNT during the NBA Eastern Conference Finals on May 24, 2009.[47] The "reveal" was the first full-length trailer, which debuted extended sequences of actual in-game scenes and combat; the trailer was subsequently made available on the Modern Warfare 2 official website, which was updated for the occasion.[48] A fourth trailer was released on July 27, 2009, showing the first footage of the game's multiplayer mode.[22] On October 4, 2009, a second full-length cinematic trailer was released which revealed that part of the game would take place in a war-torn Washington, D.C.[49]

On July 21, 2009, Robert Bowling revealed through Twitter that a Modern Warfare 2 controller was in the works.[50] Peripherals manufacturer Mad Catz was contracted by Activision to create a line of Modern Warfare 2 controllers and accessories for all platforms that the game will be available

Equality and Diversity is a term used in the United Kingdom to define and champion equality, diversity and human rights as defining values of society. It promotes equality of opportunity for all, giving every individual the chance to achieve their potential, free from prejudice and discrimination.

UK legislation requires public authorities to promote equality in everything that they do, also making sure that other organisations meet their legal duties to promote equality while also doing so themselves.

In the UK there are certain legal requirements under existing legislation to promote equality in the areas of disability, gender and race. These are often collectively referred to as the general duties to promote equality.

As the independent advocate for equality and human rights in Britain, a Commission of Equality and Human Rights (CEHR) exists that aims to reduce inequality, eliminate discrimination, strengthen good relations between people and promote and protect human rights. CEHR has a duty to challenge prejudice and disadvantage and promote the importance of human rights, enforcing equality laws on age, disability, gender, gender reassignment, race, religion or belief, and sexual orientation and encourage compliance with the Human Rights Act.

The online multiplayer mode of Modern Warfare 2 retains the same experience points and unlockable reward system of Call of Duty 4: Modern Warfare, but also introduces several new features. Aside from new weapons and equipment, 15 different kill streak rewards can be unlocked and selected by the player. Among these is the ability to receive a supply drop after four kills, a predator missile strike after five kills, and to call in a strike by an AC-130 gunship after achieving 11 enemy kills in a row.[22] It is also now possible to upgrade perks to a "pro version".[23] Another new addition to online multiplayer, is in-game host migration, which means that if the match host leaves the game, players will remain (instead of being reset to the game lobby like in Call of Duty 4) while a new host is selected and the game resumes.[24] There has also been the addition of a new 3rd person mode which can be used in certain game types for multiplayer.[25] Game modes include Free-For-All, Search & Destroy, Demolition, Domination, Team Deathmatch, and Capture The Flag.[26] For the PC version, Infinity Ward decided to implement a matchmaking service similar to what console versions have: the IWNET working through Steam. This system however takes away the dedicated servers which means there will be no more mods or community made maps. This move for the PC version of the game has been met with widespread outrage from the online gaming community, including a petition in favour of dedicated server support which has raised some 180,000 signatures. Also, since the multiplayer runs with Steam, the PunkBuster anti-cheat system has been replaced by VAC.[27]
