Mikhail Yevgenyevich Mizintsev (Russian: Михаил Евгеньевич Мизинцев) (born 10 September 1962) is a Russian colonel general currently serving as head of the National Defense Management Center.

He has been called the "Butcher of Mariupol" owing to his military tactics during the 2022 Russian invasion of Ukraine, where he has been blamed for attacks on civilians,[1][2] namely for ordering the bombing of a children’s hospital and the drama theatre, where more than 1000 civilians were sheltering at the time.[3]

He is accused of using the same brutal tactics in Syrian civil war in 2016, which led to destroying of the city of Aleppo.[2]

According to Ukrainian human rights lawyer Oleksandra Matviichuk, he should be held accountable for these war crimes at the International Criminal Court in The Hague.[3]
