The Russian Empire is a micronation created by prominent Russian entrepreneur and politician Anton Bakov, chairman of the Monarchist Party of Russia. It claims inheritance of lands that had belonged to the original Russian Empire, after being discovered by Russian sailors, but later were abandoned with the fall of the Empire occurred with Russian Revolution. The lands include Suwarrow atoll in the Pacific Ocean, the Antarctica and 15 other places.[1] Bakov's "Russian Empire" has been transformed into the monarchical Sovereign State Imperial See headed by the legitimate royal Romanov family heir, proclaimed Emperor Nicholas III.[2]

History

The date of the proclamation of the "Russian Empire" is July 20, 2011. First announcements to claim Suwarrow atoll were made at the time.[3] By the constitution of the Russian Empire, it is a federal constitutional monarchy and the successor of the historical empire founded by Peter I.[4] At the time, Bakov appointed himself prime minister, while the monarch's throne remained vacant.

The empire immediately began to issue its own passports,[5] and by 2014 it claimed it had given about 4,000 passports to its citizens[2]

In 2012 Bakov created and registered the Monarchist Party,[6] which in autumn 2013 took part in Ekaterinburg mayoral elections, with Bakov's daughter Anastassia as a candidate. The party's goal is to return monarchy to Russia in accordance with laws. In June 2013, the party announced its candidate for the Russian Throne: it proclaimed as the heir the German Prince Karl Emich of Leiningen, who descends from the House of Romanov. It was announced he had converted from Lutheranism to Orthodox Christianity together with his wife, and thus, according to the pre-Revolution Fundamental Laws of the Russian Empire,[7] became a Successor, accepting the Orthodox name "Nikolai Kirillovich" and his wife becoming "Ekaterina Fedorovna".

In the meantime, in July 2013, Bakov granted "Russian Empire" citizenship to Edward Snowden, whose USA passport was cancelled and who was locked in Moscow Sheremetyevo Airport seeking asylum.[8] Bakov sent a Russian Empire passport to him, and later said Snowden had accepted the citizenship.[citation needed]

2014 transformation

In early 2014 Bakov announced he views the Russian Throne (See) from the point of international law as a subject of state sovereignty regardless of any other attributes, referring to analogues with The Holy See. He outlined that Karl Emich, after accepting Orthodox Christianity, got a right to take this See according to pre-Revolution Fundamental Laws of the Russian Empire. Bakov proposed the Prince to accept the Throne to form a new independent state and incorporate it into Bakov's promotional projects such as the Monarchist Party, the virtual state of Russian Empire and the Palace Fund[9] and several others. In April 2014 Bakov and Karl Emich appeared in a newspaper textual and photo report[10] declaring the Prince accepted the proposals and the title of Tsar Nicholas III (successor to Nicholas II). Bakov then moved from Prime Minister of Empire to the Archchancellor of the See. In the report Bakov emphasized that Karl Emich has been being an entrepreneur for a long time, but from now on, all non-Throne related activity is disabled for him. The report contained a "Manifesto of granting the Constitution to the State", signed by Nicholas III, proclaiming the formation of the "Sovereign State Imperial See" aimed at consolidating all the people around the world devoted to Christian Monarchism. The See in the documents is viewed as legacy to the first-ever Christian Roman Imperial Throne of Constantine the Great passed through the Byzantine Empire to the Russian Empire and the House of Romanov via religious procedures.[11]

Symbols

Chi Ro

The coat of arms of the "Russian Empire" consisted of a double-headed eagle, holding a hammer and sickle in its paws.[12] The flag of the Empire is the old Russian Navy Ensign. The first vessel that sailed under the flag of the "Russian Empire" was the ship "Southern Cross" used by Bakov in Pacific expedition.

With the transformation into the Imperial See, the coat of arms was changed to black Russian Imperial Eagle with the Chi Rho symbol in the escutcheon. Bakov emphasized the Chi Rho symboloizes formation of the Christian Monarchy in Roman Empire by Constantine the Great who saw the symbol in the skies before the Battle of the Milvian Bridge in 312 AD.

There are 17 lands and islands discovered by Russian sailors that the historical Russian Empire owned or claimed to own, which include:[1]

In 2014 Bakov announced that he has purchased a plot of land in Montenegro to form a location for the new state (96 acres,[13] "twice as big as the Vatican"[14]), and is in negotiations with Montenegro authorities on state's recognition. He has also informed that Russian President Vladimir Putin refused to grant such a plot in Ekaterinburg (Bakov's residence and place of the 1918 Romanov assassination) in response to Karl Emich's request[15] passed to Putin by Bakov, a former MP.[16]
