– No need for prefectural disambiguation. Using searches through Special:PrefixIndex, there appears no other topics under the exact titles of majority of the above-mentioned Hokkaido cities - per WP:CONCISE and WP:PRECISE at WP:AT. For some with multiple topics bearing those names, WP:PRIMARYTOPIC prevails via readership stats (as of 9 pm, Manila time):
- for Kitami — 613 readers vs. sum of readers for Kitami (train) (51), Kitami Fuji (7), Kitami Institute of Technology (119), Kitami Mountains (41), Kitami Observatory (22), Kitami Province (36), Kitami Station (Hokkaido) (31), and Kitami Station (Tokyo) (39) = 346 readers. This exludes two disambiguation pages entitled Kitami (disambiguation) and Kitami Station; nevertheless, the two garnered 8 and 4 views, respectively, for a total of 12 views, still not beating the viewership or readership of Kitami city article. The redirect "Kitami" redirects to the city article.
- for Muroran — 851 readers vs. sum of readers for Muroran Institute of Technology (131), Muroran Irie Stadium (14), Muroran Main Line (173), Muroran Station (25), and Muroran curry ramen (282) = 625 readers.
- for Obihiro — 914 readers versus sum of readers of Obihiro-Hiroo Expressway (20), Obihiro Centennial City Museum (14), Obihiro Otani Junior College (4), Obihiro Station (32), and Obihiro University of Agriculture and Veterinary Medicine (122) = 192 readers.
- for Wakkanai — 5,348 readers vs. sum of readers of Wakkanai Airport (378), Wakkanai Hokusei Gakuen University (188), Wakkanai Karafuto Museum (12), Wakkanai Lighthouse (15), Wakkanai Park (57), and Wakkanai Station (256) = 906 readers.
The readership stats are based on the pages' page information details. The use of readership stats is based on the opinion of @Sitta kah: in an old RM discussion at Talk:Zamboanga City. Such usage of stats is, according to Sitta kah, a great way of determining the PRIMARYTOPIC.
However, my proposed RM for Kushiro will be dealt in a separate RM, since it has numerous listings at Special:PrefixIndex/Kushiro, and the total of readers of other topics is close to the readership of the Kushiro city article (causing some debate), yet its base name is a redirect to the city article itself.
- Update: I have initiated an RM at Talk:Kushiro, Hokkaido#Requested move 15 July 2020. JWilz12345 (Talk|Contrib's.) 17:07, 15 July 2020 (UTC)
This RM is also in accordance to the general consensus at "Wikipedia talk:Manual of Style/Japan-related articles/Archive 27#RfC: Mandatory disambiguation for Japanese places?," which agrees that uniquely-named Japanese cities do not require provincial disambiguation.
