Is there a source for the rather inflammatory title "No Leprosy Patients in Our Prefecture Movement"? A more literal translation of 無癩県 (mu-, "un-", rai, "leprosy", ken, "prefecture") would be "Leprosy-Free Prefecture Movement"; in particular, there's nothing about patients in the original. A good question. There are some sources that do use this name ([1], [2], [3], etc.), though they tend to be recent articles that may have gotten the name from the Wikipedia article (the second was also retracted for some reason). Other names exist, including "Leprosy Free Prefecture Movement" or "Campaign" ([4], [5], [6], [7], etc.) or "Non-Leprosy Prefecture Campaign" ([8]), but it seems the former is more common.
