Fair use rationale for Image:Holzman Landscape Oil.jpg[edit]

Image:Holzman Landscape Oil.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.

Dizengoff Prize[edit]

The article on Holzman (as well as the Hebrew version of the article) refers to him receiving the Dizengoff Prize twice, in 1937 and again in 1959. However, the list of recipients on Wikipedia (both in English and Hebrew), as well as the list on the official Tel Aviv Municipality website, only refer to the 1937 award. Can anyone shed any light on this? (It is possible that the official website is incorrect - the municipality's list of Bialik Prize recipients contains one or two omissions).
