Oppose. There appears to be some misunderstanding here. The Tokyo Metro article is about both the company and the subway system it operates. This article is about the Tokyo Metropolitan Bureau of Transportation ("Toei"), which operates a number of subway lines, as well as buses, trams, and even the Ueno Zoo monorail in Tokyo.
